The Harry Griffen Park is a 55-acre public park that is dedicated to the late Harry Griffen, who served on the board of directors and president from 1951 to 1978. He was a key figure in the water district’s growth and development, overseeing the completion of the R.M. Levy Treatment Plant in Lakeside. This city-operated park was opened in 1957 to meet growing water demands. The reservoir was lined to ensure the quality of water, but soon afterward, developments began to encroach on the area, creating a larger risk of contamination. The reservoir was enclosed in 1978 by a new reinforced-concrete reservoir. The new reservoir is 600 feet long and 358 feet wide and 22 feet high. It’s located beneath a grassy field in Harry Griffen Park.
The park’s initial funding came from La Mesa and El Cajon. But by 1981, La Mesa and El Cajon began splitting their contributions. The city contributes 15 percent, the county contributes 35 percent, and the Helix Water District provides the other half. As a result, the park’s cost will rise in the coming years.
